Rotterdam’s major initially supported to build a floating pavilion on behalf of Rotterdam on the Shanghai HuangPu river. This lead to large publicity and presentations in Shanghai to the World Expo committee, the local Dutch consulate and WWF conference. However, a real size pavilion on the river proved to be not feasible, instead a hall with climate adaptation models was presented in Shanghai, and the floating pavilion was realized in Rotterdam!
